Since graduating college, I've always kept careful track of my cashflow through the use of a personal budgeting spreadsheet. It's had some sizable changes over the years to add more detail but allows for some cool reporting. There is a link to a dummy copy below.
I've volunteered some of my time to others who asked for help with tracking their personal budgeting as well. I'll say that creating an annual budget for yourself is easy, but monitoring and tracking it on a regular basis is a chore and spreadsheets aren't for everyone. If you are inclined to diligent updating and understand basic excel functions than this could be a great tool for you! Otherwise I believe there are some apps on the market that do something similar, I know a few people that swear by this. Me personally? I'm the spreadsheet wizard, so I like killing my time with this stuff :)
